Appendices B and C
This dataset presents information on the adaptation components of 86 countries’ NDCs submitted until June 30, 2021, in association with the working paper State of the Nationally Determined Contributions: Enhancing Adaptation Ambition. Nine NAPs submitted by the 86 countries during this time frame are also included. The dataset and associated working paper are a product of the Climate Resilience Practice at WRI.
The data captures information countries communicate in the adaptation components of their first and updated NDC submissions and NAPs. Data was collected using an assessment framework for analyzing the adaptation components of NDCs, which includes four components. These components were based on the following: 1) guidance in decision 9/CMA.1 for Adaptation Communications; 2) critical systems for adaptation found in the Global Commission on Adaptation's flagship Adapt Now report; 3) the work-plan of the Warsaw International Mechanism on Loss and Damage; and 4) WRI working papers on transformative adaptation.
Appendix B contains coded information for components 1, 3, and 4 of the dataset. Component 1 includes elements of adaptation communications and comprises questions 1b-9b. Component 3 includes losses and damages and comprises questions 10a-10e. Component 4 includes transformative adaptation and comprises questions 11a-11d. Cells were coded with a “1” if the element in each question was evident in the associated document, and with a “0” if the element not evident.
Appendix C contains coded information for component 2, which breaks down countries’ adaptation priorities using critical systems. The frequency of individual systems per country document, as well as the total number of actions per document were included in this table. Please note that the individual priorities were coded with up to three different critical systems, so the sum of sectoral frequencies may exceed the total adaptation actions for any given document.
This dataset comprises the adaptation components of 86 countries’ NDCs submitted until June 30, 2021. Data includes adaptation information in the NDCs in isolation and does not analyze mitigation components. Further, with the exception of nine NAPs submitted until June 30, 2021, the dataset does not capture information on adaptation found outside of the NDCs, such as Adaptation Communications or other national planning processes.
